Methodology and source materials for analysis of Pharmac decision-making

Purpose of the Report
Commissioned by the Pharmac Review Panel, this Sapere report examines the rigour, transparency, and consistency of Pharmac‘s pharmaceutical funding decision-making, with particular attention to equity considerations for Māori and other vulnerable populations.

Key Findings
Across six case study medicines, Pharmac’s analytical processes showed recurring gaps: models frequently failed to account for Māori health inequities or generalise international trial data to New Zealand populations. Deviations from internal guidance on data quality, equity analysis, and extrapolation methodology were common, with several rated as material and potentially influencing funding decisions.
