Reinhard specialises in regulatory economics and public policy, with particular interests in healthcare and energy markets. He has advised government and industry clients since 1997. His professional background includes senior positions in public and private sector organisations.

Reinhard holds a licentiate in economics from the St. Gall Graduate School of Economics, Business and Public Administration, Switzerland, and a PhD in Resource Management from the University of Canterbury.
