Lockie is an economist with strong analytical ability. His work at Sapere has involved a variety of public policy and economics settings, including but not limited to, leading cost-benefit analyses modelling, assisting in several high profile reviews, and completing critical policy analysis. Lockie is a clear communicator, with the ability to translate difficult concepts into an easily digestible form. Lockie enjoys applying his knowledge of economics and finance to address complex problems for a range of clientele.

Lockie’s recent projects have included:

  • Demand modelling for the New Zealand Screen Production Grant
  • Assisted to establish a monitoring and evaluation framework for the Climate Change Commission
  •  Analytical support services to for the independent review of legal services in Aotearoa New Zealand, including international cost comparisons and modelling the cost of an independent regulator.
  • A cost-benefit analysis of options for the Auckland Central Library
  • A cost-benefit analysis and Regulatory Impact Statement for the occupational regulation of engineers
  • Assisted in Sapere’s paper on a methodology to estimate the underfunding of Māori primary healthcare.
