Rohan is an economist specialising in policy development, strategic planning, and impact evaluation. He has over a decade’s experience preparing robust, evidence-based business cases and investment appraisals for governments in Australia, New Zealand, the United Kingdom and Asia-Pacific.
His expertise includes economic and financial modelling, cost-benefit analysis, and mixed-method research. Rohan has applied these skills to advise on policy and regulatory issues across sectors including health and social care, energy, housing, local government and digital technologies, and to inform spending reviews and investment decisions.
Prior to joining Sapere, Rohan led work to modernise UK public services through digital and organisational transformation. He was responsible for the economic appraisal of national leadership programmes and developed innovative approaches to evaluate their real-world impact, drawing on both quasi-experimental and theory-based methods.
