Audiology Market Review

Purpose of the report

ACC commissioned Sapere to review New Zealand’s audiology market, including access and service provision, comparable international funding and service models, and global hearing aid manufacturers’ relationships with audiology providers.

Key findings

  • Audiology provision has grown, but access remains uneven, particularly in rural areas and for Māori, Pacific peoples and lower-income groups.
  • The market is concentrated, with strong ownership links between manufacturers and clinic networks. Five multinational manufacturers account for around 90% of global hearing aid production.
  • International models offer approaches to improving cost control, transparency and access, including approved device lists, fee schedules, service contracts and centralised procurement.
  • The review identified options for ACC to explore, including more active market management, bulk purchasing and service contracting, alongside clearer pricing, improved funding processes and stronger support for equitable access.
