Assessment of the implementation of the Productive Ward and Productive Operating Theatre programmes in New Zealand
David Moore and Gary Blick were asked by the Health Quality & Safety Commission to evaluate the implementation and impacts of two service quality improvement programmes in public hospitals in New Zealand. They partnered with two experts from Nottingham with experience of the Productive Ward and the Productive Operating Theatre within the NHS. The evaluation approach involved site visits to ten public hospitals and interviews with operational managers, clinicians, nurses and executive team members. The costs of implementing the programme were considered alongside an analysis of the impacts, which drew upon indicators of efficiency, staff satisfaction, quality and safety of care and patient experiences. The report provides conclusions about the extent of implementation, identifies common success factors among exemplar sites and common barriers to implementation. It concludes with a set of practical next steps to revitalise the programmes.
