Sapere Research Group undertook an independent, mid-point review of New Zealand’s investment in Customs capacity building in the Pacific. The evaluation looked at the overall coherence and future strategic direction of the programme, evaluated the effectiveness of the Partnership Arrangement as a management tool and informed the development of the Partnership Arrangements with other State Sector partners.
