Joanna Smith and Colleen-Butcher Gollach undertook an evaluation of the Rotahomes Project near Lautoka, Fiji, which aims to provide low cost housing for the very poor. The purpose of this evaluation of Phase 2 of the project was to: identify any improvements that can be made for the remainder of Phase 2; inform decisions on whether to proceed with a third phase of the project; and identify any lessons learnt for delivering similar activities in the future.
