The Ministry of Business, Innovation and Employment (MBIE) is reviewing New Zealand’s conformance system. The goal of the review is to ensure that the system is working well to support a strong economy, people’s well-being and Government priorities.

This report by Sapere Research Group fulfils MBIE’s requirement to interview relevant stakeholders of the conformance system for their perspectives on the following key research questions:
(a) How is the system working (i.e. usage and effectiveness of the system)?
(b) Is the system sustainable (i.e. is the system structured optimally to continue to play its role)?

This report contains evidence on:
• how people use the system;
• what works well in the system and what works less well; and
• future challenges to the system.

The report complements other work being undertaken by MBIE as part of the wider review, which will result in a report to the Minister on the status quo, opportunities for change and next steps. More info can be found on the MBIE website here:
