We were engaged by the Ministry of Social Development and Tuhoe to explore whether there were opportunities to decentralise any aspects of the government’s responsibility for providing welfare support as part of their Treaty settlement. The report provides an overview of what the full spectrum of decentralisation could hypothetically look like – if it was applied in the Crown-Tuhoe context – and suggests how the work might be taken forward.
