Sapere Principals Vhari McWha and Joanna Smith, and Managing Director Kieran Murray, were commissioned by the New Zealand Treasury to provide an independent evaluation of the quality of Regulatory Impact Statements (RISs) and the accompanying Independent Quality Assurance statements for a sample of 50 RISs selected by Treasury. The purpose of this evaluation was to help agencies to improve the quality of their Regulatory Impact Analysis (RIA) and assist the Regulatory Impact Analysis Team in Treasury improve the assistance and guidance it gives to agencies, as well as inform Ministers, Chief Executives and others about the performance of agencies generally in delivering this element of the RIA requirements.
