As part of its review of the Plant Varieties Act 1987, the Ministry of Business, Innovation & Employment commissioned Sapere to complete an independent economic analysis of the Plant Varieties Innovation system.

This Sapere report presents an analysis of the innovation systems that sit behind the development and use of plant varieties in New Zealand, and evaluates whether New Zealand’s policy settings for plant varieties have been working to generate innovation.
