Emma is a managing consultant in Melbourne specialising in policy, evaluation and research, and has provided advice in government and consulting roles for over 15 years. She has worked across New Zealand, the UK and Canada in health, legal and scientific areas. Among her most recent roles, she was the lead evaluator for the Legal Services Society in Vancouver, and developed operational policy pertaining to COVID-19 testing at the New Zealand Ministry of Health.
While at Sapere in 2016-2018, Emma’s projects included a range of health services and health-related evaluation projects as well as a range of regulatory and legislative reviews including regulatory compliance issues for MBIE’s Space Agency and Standard Operating Procedures for a new earthquake strengthening fund.
She has bachelor degrees in both law and chemistry and she is also a Barrister and Solicitor of the High Court of New Zealand. She recently completed a Master of Health at Victoria University of Wellington, majoring in Health Promotion
